Yasuhiko Matsuda is the World Bank Country Manager for Malaysia, leading the team based at the World Bank Inclusive Growth and Sustainable Finance Hub in Kuala Lumpur. Mr. Matsuda is an expert on public sector governance and human development, primarily in service delivery for social protection, education, and health with over 25 years of experience in various technical and managerial roles in the World Bank.

After a year-long stint as a consultant working on education reform issues at the World Bank headquarters in Washington, DC, Matsuda formally joined the World Bank as a Young Professional in 1997 in Nairobi, Kenya. From 1998-2013, he worked as a public sector specialist, leading the World Bank’s public sector governance engagement in Brazil (2000-06) and the Philippines(2006-13). In parallel, he led or participated in governance tasks in several other countries in Latin America and East and South Asia. In 2013, he switched specialization to human development. He led the World Bank’s social protection engagement in Nepal (2014-16) while contributing technical work on social protection service delivery in Costa Rica, Indonesia, and Pakistan. Subsequently, he served as Program Leader to coordinate the Bank’s engagements in human development and governance in Afghanistan, based in Kabul (2017-20). Matsuda’s most recent assignment before he took up the current assignment was Lead Specialist, Human Capital Project, where he spearheaded development and piloting of outcome-oriented public expenditure, and institutional reviews focused on select human capital issues.

Matsuda holds a BA in political science from Waseda University, Japan, and a Ph.D. in political science from the University of Pittsburgh, USA.

YBrs. Dr. Ergys Islamaj

Ergys Islamaj is a senior economist at the East Asia and Pacific Chief Economist Office where he leads the biannual East Asia and Pacific Economic Update. Recent analytical works includes studies on productivity spillovers, propagation of shocks through the input-output matrix, sudden stops in financial and debt flows, and the ability of remittances to smooth consumption.

He holds a PhD from Georgetown University. Prior to joining the World Bank, Ergys was an Assistant professor at Vassar College. He has published on behavior of consumption and investment growth in emerging markets and developing economies, risk sharing, remittances, and. growth spillovers His broader research agenda on exchange rate pass-through and its implications for monetary and fiscal policy, effects of financial crises on sectoral output and employment and the link between hedge fund behavior and return (in the US and emerging markets).

Encik Firdaos Rosli

Firdaos joined Bank Islam Malaysia Berhad as Chief Economist with effect from 1 September 2022.

He was the Chief Economist at MARC Ratings Berhad. Prior to MARC Ratings, he spent almost ten years in the Institute of Strategic & International Studies (ISIS) Malaysia, a research organization, in various roles - from Senior Analyst (Economics) to Director of Economics, Trade and Regional Integration. During his time with ISIS Malaysia, he served as a short-term external consultant to the World Bank and was a former EXCO member of the Malaysia-Japan Economic Association.

From 2005-2010, Firdaos served with the Malaysian government as an Administrative and Diplomatic Officer under the purview of the Ministry of International Trade and Industry (MITI), where he worked on policies concerning bilateral and regional trade relations, Asia Pacific Economic Cooperation (APEC) and industrial development. He also served in the Minister's Office as the Senior Private Secretary to MITI's Deputy Minister from 2008 to 2010.

Firdaos completed his Master of Public Policy from the London School of Economics and Political Science (LSE) as a 2019/2020 Chevening scholar. He also holds a Bachelor of Arts in Accounting and Finance degree from Lancaster University, UK, a Diploma in Public Administration from the National Institute of Public Administration (INTAN), Malaysia and a Business Foundation Programme from St. Andrew's College in Cambridge, UK.

Dr Jay Desan has over 15 years experience in Environment, Social and Governance (ESG) advisory and a PhD in standards of sustainability from Queen Mary, University of London.

She co-founded BoomGrow because she believes that clean greens should be accessible to all. Puan Nurul Izza Idris

Nurul Izza Idris is Acting Director at the Islamic Finance Department of Bank Negara Malaysia. She is currently responsible for strategy formulation and policy implementation to develop a sound, progressive and inclusive Islamic financial system. Since she joined the Bank in 2008, she has served various areas including financial infrastructure development, prudential policy for Islamic financial institutions and project-based initiatives involving economic, financial stability and supervisory issues. She was instrumental in the development of the Financial Sector Blueprint 2022-2026 and the Islamic Financial Services Act 2013. She holds a Master of Laws and Bachelor of Laws from the London School of Economics and Political Science and University College London respectively. She has deep interest in optimising the role of finance for sustainable socio-economic development.

YBhg. Prof. Dato’ Dr. Madeline Berma

YBhg. Prof. Dato’ Dr. Madeline Berma is the fellow at Academy of Science Malaysia since 2019 and Honorary Professor at Universiti Malaysia Sarawak since 2021 until now.

She also served as National Consultant, International Labor Organisation (ILO) (2021-present); Associate Consultant, Universiti Kebangsaan Malaysia Pakarunding Sdn.Bhd (2018- present); Resource Person, Women’s Leadership Academy Selangor (2020-present); Mentor, Women Leadership Foundation (2022-present); and Member, Poverty Circle, Prime Ministers Department (2021- present).

She completed Doctor of Philosophy from University of Hull, England in 1997. In 1986, she completed Masters of Arts from University of Wisconsin-Madison, USA; and she completed Bachelors of Economics (Honors) in 1982.

YBrs. Dr. Matthew Wai-Poi

Matthew Wai-Poi is a Lead Economist with the Poverty and Equity Global Practice of the World Bank, where he supports the Bank’s work in East Asia and the Pacific on measuring and understanding drivers of poverty and inequality in the region, and the design and implementation of policies to address them. He has also been Global Lead for the Distributional Impacts of Fiscal Policies. Previously he has worked on poverty and inequality issues in the Middle East, including the role of gender and displacement, and was based in Jakarta with the World Bank for eight years. He has a PhD in Economics from Columbia University.

YBrs. TPr. Dr. Alias Rameli

TPr. Dr. Alias Bin Rameli is the Director-General of Federal Department of Town and Country Planning (PLANMalaysia), Ministry of Housing and Local Government since 1st March 2022.

His experience including as Director at Research and Development Division, PLANMalaysia, Jabatan Perancangan Bandar dan Desa (from 19 August 2019 until 28 February 2022); Deputy Undersecretary, Technical Management Section, Strategic Development Division, Ministry of Federal Territories (from 8 February 2017 until August 2019).

He also served as Senior Chief Assistant Director (Project Manager) at Pejabat Projek Zon Selatan, Melaka (from 15 April 2014 until 7 February 2017). His responsibilities including – preparing structure plan, local plan and special area plan. From 1st June 2009 until 14th April 2014, he served as Senior Chief Assistant Director at Research and Development Division, Jabatan Perancangan Bandar dan Desa, Semenanjung Malaysia, which the main task including - formulating planning guidelines, such as gated community and guarded neighbourhood, housing, industry, heavy vehicles terminal and open space; dealing with international and national urban planning research network; formulator for Malaysian Urban Indicator Network (MurniNet), etc.

He completed Doctor of Philosophy in Housing and Property Planning from Universiti Teknologi Malaysia (Collaboration program with the University of South Australia, Adelaide, Australia) on “The Effectiveness of the Malaysian Land Use Planning System in Managing Housing Supply (2009)”. In September 2009, he completed Masters of Science in Land Management and Administration from Universiti Teknologi Malaysia in April 2002; Bachelor (Hons) in Urban and Regional Planning from Universiti Teknologi Malaysia in May 1992; and in May 1990, he completed Diploma in Urban and Regional Planning from Universiti Teknologi Malaysia.

YBhg. Emeritus Prof. Datuk Norma Mansor

Norma Mansor is the Director of Social Wellbeing Research Centre (SWRC), Universiti Malaya, a position she holds since 2013. She was appointed the Secretary of the National Economic Advisory Council, Prime Minister’s Department (2009 to 2011) after being the Dean of the Faculty of Economics and Administration from April 2004 to June 2009. She was also the Executive Director of the International Institute of Public Policy and Management (INPUMA) from September 2001 until March 2004.

She was also an advisor and a consultant to various organisations which include the the United Nations Development Programme (UNDP), World Bank, International Labor Organisation (ILO), Organisation for Economic Co-operation and Development (OECD), the European Union (EU), the Asian Development Bank (ADB) and numerous Malaysian public agencies. As an academic, Professor Mansor has written extensively in books and scholarly journals in the areas of public and social policy, ageing and social protection.

She was awarded Emeritus Professorship by the Universiti Malaya in October 2018. Professor Mansor is also a fellow of the Academy of Sciences Malaysia (ASM) and the President of theMalaysian Economic Association (MEA).

Puan Nik Noor Ainoon Nik Osman

Nik Noor Ainoon Nik Osman is currently the Deputy Director at the Social Wellbeing Research Centre (SWRC). Prior to joining SWRC, she was in the banking industry for more than 20 years, where she has held managerial positions specializing in the areas of international banking, consumer finance and long term financial planning./p>

She joined SWRC in 2016 and her current research field is in financial literacy and wellbeing. She is the principal researcher and project manager for Reference Budget for Malaysian or ‘Belanjawanku 2019’, an expenditure guide for Malaysian individuals and family, which was a collaborative research project between Universiti Malaya and the Employees Provident Fund Malaysia (EPF)./p>

She obtained her Bachelor of Economics degree (Analytical Economics) and Master of Business Administration (Finance& International Business) from Universiti Malaya. She is currently pursuing her Ph.D. in the same university. Since joining SWRC, she has co-authored several articles published in local and international Journals. Her research interest includes household finance and economics, social protection and ageing population./p>

Encik Mohamad Irwan Aman

Mohamad Irwan Aman is the Head of Sustainability at Sarawak Energy Berhad (SEB). As a pioneer for sustainability at Sarawak Energy, Irwan’s primary responsibility is to develop and implement sustainability strategies for the organization. He established a sustainability reporting mechanism and governing structure to embed sustainability best practices into Sarawak Energy’s business processes. He also serves as a Board Member of the United Nations Global Compact Malaysia & Brunei Network representing Sarawak Energy.

He has over 24 years of work experience in the power utility and clean energy financing sector, especially in research & development, environmental impacts assessment, feasibility study, project financing, technical & financial due diligence, and audit in the energy and clean energy financing sector. Before joining Sarawak Energy, Irwan was a consultant/country representative for Mitsubishi UFJ Morgan Stanley Securities Co., Ltd. and a Technical Expert for Environmental Engineering for Tenaga Nasional Berhad. In addition to his working experience, he has been engaged as a Technical Advisor for various international and national clean energy projects such as Korea–Malaysia ASEAN CDM +3 & NAMA Program; Malaysia Grid Emission Baselines; Malaysia–Denmark CDM Implementation Action Plan; Malaysia Energy Balance; Emission Inventory for National Communication 2; and Malaysia Standard for Carbon Emission at Organisation Level (ISO 14000/TC 207).

He holds a Master of Science in Environmental Engineering and MBA in Finance

YBhg. Emeritus Prof. Dato’ ChM. Dr. Mazlin Mokhtar

Mazlin Bin Mokhtar, BSc (Tasmania), PhD (Queensland) is a Professor of Environmental Chemistry at Universiti Kebangsaan Malaysia (UKM, The National University of Malaysia). He is currently a Director of the Institute for Environment and Development (LESTARI) at UKM since August 2005 - 15 January 2014; and again since 1 March 2019-28 February 2022.

He was appointed by the Honorable Minister of Higher Education Malaysia to hold the post of Deputy Vice Chancellor in charged of Research and Innovation Affairs at UKM from 16 January 2014 - 15 January 2017. He was appointed by the Honorable Minister of Natural Resources and Environment Malaysia as Chairman of the Malaysian Environmental Quality Council from 2015-2018. In 2018 the Honorable Minister of MESTECC (Ministry of Energy, Science & Technology, Environment, and Climate Change) appointed Prof Mazlin as Chairman of Evaluation Committee of Lynas rare earth operations in Malaysia. In 2019 Prof Mazlin was appointed by the Honorable Minister of KATS as Deputy Chairman of a special Committee to develop SOP for Bauxite Mining and Exportation. Professor Mazlin is also a Fellow of the Malaysian Institute of Chemistry, and Fellow of the Academy of Sciences Malaysia.

He has been appointed as Honorary Professor and Senior Fellow by various universities in Malaysia including Sunway University, UNiSZA, UIM, and IMU. He was a member of the National Steering Committee of the UNDP GEF Small Grants Programme 2000-2018 (longest serving member); esteemed Nomination Committee Member of the prestigious Merdeka Awards Malaysia (Environment Category) of 2015-2017 & 2020-2022; Advisory Committee of the National River Care Fund, Member of WWF Malaysia's Board of Trustees 2014-2018; and currently Chairman of Sub Sector on Advocacy, Awareness, Capacity Building & Public Participatory Platforms (AACB+PPP) of the National Water Sector Transformation 2040 Study sponsored by the Economic Planning Unit (EPU) of Prime Minister's Department & Academy of Sciences Malaysia (ASM). Professor Mazlin was awarded Winner of the coveted national environmental award Anugerah Langkawi 2017/2018. His Royal Highness The Sultan of Kedah Darul Aman had bestowed upon Prof Mazlin the Darjah Setia DiRaja Kedah DSDK on 14 January 2014 which carried the title Dato'; and earlier His Royal Highness The Sultan of Perak had bestowed upon him the Pingat Paduka Mahkota Perak PMP in 2002 based upon his excellent services to country and society for sustainability of one, and many. His research interests and leadership in environmental management and sustainability had brought recognition and acknowledgement from various internationally renowned universities, and entities in and around Asia Pacific and Europe over the past thirty years or so. He has published widely in many forms in various peer reviewed journals and books, and articles, and had supervised, guided, and mentored many next generation leaders and professional managers, and contributors at various levels in Malaysia, and Asia. Recently, Prof Dato' Mazlin was appointed by the government of Malaysia as a member of the Appeals Board of the Environmental Quality Act (EQA) 1974; and Academy of Sciences Malaysia appointed him as the Chairman of the Environment Committee of ASM. Under his leadership, LESTARI UKM won the MOHE Potential HiCOE Award of 2010-2012; UKM Best MyRA PTJ for Social Science 2019; and 2020 UKM Bitara Award for Best S&T Journal Paper, Best Social Science Journal Paper, and Best Community Outreach Programme. Prof Mazlin was the Winner of UKM's Inaugural Anugerah Mithali Akademik 2007, and UKM Excellence Award of 1993 & 2004. His work on Chemicals Management System of Malaysia won MOHE's best award for FRGS social science research in 2010. He is a member of the Malaysia's SDSN Leadership Council on SDGs.

YBrs. Dr. Gary William Theseira

Dr. Gary Theseira recently retired from the government service in Climate Change and Sustainability Policymaking.

He served at the Forest Research Institute Malaysia (FRIM) until his retirement and currently serves on the Council of Climate Governance Malaysia (CGM). He is also an adjunct faculty member at the Asia School of Business (ASB) and a World Bank short-term consultant. He serves on the board of the Centre for Environment, Technology and Development Malaysia (CETDEM) as a non-executive director, is a Consultant Technical Advisor to the Malaysian Green Technology and Climate Change Corporation (MGTC) and advises Private Sector and Civil Society Organisations.

He was Deputy Undersecretary for Climate Change at the Ministry of Natural Resources and Environment (NRE), formulated national climate policy and negotiated on Malaysia’s behalf at fourteen UN Climate Conferences (COPs). In 2012, the Group of 77 and China selected him to lead the coordination of negotiations on the 2015 Paris Agreement, and in 2018, he was appointed by the Minister of Energy, Science, Technology, Environment and Climate Change, YB Yeo Bee Yin, as Special Functions Officer on Environment and Climate Change.

Dr. Theseira holds a PhD. in Agronomy from Mississippi State University and conducted Post-Doctoral Research at the University of Minnesota.

YBrs. Dr. Ching Thoo a/l Kim

Dr Ching Thoo Kim is currently the Deputy Secretary-General (Water and Sewerage) of the Ministry of Environment and Water. He has been serving the Malaysian Government as an Administrative and Diplomatic Service Officer for 26 years where he started as an Assistant Secretary in the Ministry of Information, Malaysia in 1995. Later, he was promoted to Principal Assistant Secretary in the Ministry of Energy, Water and Communications, where he was tasked to spearhead the national water restructuring initiative.

From 2012 until 2014, Dr Ching was appointed as the Under Secretary of Biofuel Division and the Head of Corporate Communication Unit at the Ministry of Plantation Industries and Commodities. From 2014 until 2015, he was the Under Secretary of Water Services Division and Sewerage Services Division at the Ministry of Energy, Green Technology and Water.

From 2016 until May 2021, he led the Water and Sewerage Division at three different ministries namely the Ministry of Energy, Green Technology and Water, the Ministry of Water, Land and Natural Resources and the Ministry of Environment and Water.

Dr Ching graduated with a Bachelor of Arts (Honours) in Mass Communication from the National University of Malaysia in 1990 and a Master of Science in Communication Technology from University Putra Malaysia in 2003. He also holds a PhD in Water Governance from Wageningen University in the Netherlands in 2012.

Puan Madhu Raghunath

Madhu Raghunath is the Sector Leader for Sustainable Development for the Brunei, Malaysia, Philippines and Thailand (BMPT) Program at the World Bank since September 2019.

She covers six global practices that includes Agricultures and Food; Environment, Natural Resources and Blue Economy; Social Development; Urban Development and Disaster Risk Management and Water. Madhu has more than 18 years of experience in the Bank working on analytical, advisory and lending operations in several countries in MNA, EAP and LAC regions. She brings in strong multi-sectoral experience having worked in various sectors in the Bank including urban development, disaster risk management, urban water supply and sanitation, land and urban transport. Prior to joining the BMPT program, she was the Program Leader for Vietnam where she coordinated the SD and Infrastructure Portfolio totalling US$6.9 billion.

Before joining the Bank, Madhu worked with AFL-CIO and Massachusetts Institute of Technology. She has a Master’s in City Planning from MIT and Masters in Social Work from Tata Institute of Social Sciences.

YBrs. Dr. Sumitra Nair

Sumitra is Head and Senior Vice President of Strategy and Policy at Malaysia Digital Economy Corporation (MDEC). She currently leads MDEC’s corporate strategy, planning, policy and ESG agenda.

Sumitra’s career spans a range of management domains such as Strategy Development, Project Management, Business Development and Partnerships, Government Relations, Public Affairs, Talent Development and ESG, primarily in digital economy-related sectors.

In her previous roles at MDEC, Sumitra built and led several high-performing teams to initiate, establish and scale socio-economic development programmes that impacted more than 2 million Malaysians.

Sumitra holds a PhD in Business & Economics from Monash University. Her most important role is being a mother to two digital natives.

YBrs. Dr. Ronald Mutasa

Dr. Ronald Mutasa is the World Bank’s Practice Leader for Human Development for the East Asia and Pacific region. Ronald has more than two decades of global health experience, including several years leading World Bank flagship lending programs in health systems strengthening and reform in South Asia, East Asia, and Africa. Ronald has led several World Bank research initiatives on primary healthcare reform; human capital development; co-authored publications on quality of care and demand- and supply-side incentives for health; and is a frequent peer reviewer within and outside of the Bank. Ronald sits on McGill University’s Expert Panel on Private Sector Engagement in LMICs, and the Expert Panel on Private Sector Engagement for Tuberculosis Control in India. Ronald holds a PhD in Public Health from The George Washington University, as well as advanced degrees in Development Economics and Health Policy.

YBrs. Dr. Rachel Gong

Dr. Rachel Gong is a Deputy Director of Research at Khazanah Research Institute (KRI). Her ongoing research focuses on digital policy, including digital inclusion, the digital economy, and digital governance. She led the team that produced KRI’s book on digital policy, "#NetworkedNation: Navigating Challenges, Realising Opportunities of Digital Transformation”.

Rachel’s primary research interests lie in how digital technologies affect society, and her research has been published in peer-reviewed journals such as Sociological Perspectives, the Journal of Consumer Culture, and the Journal of Technology in Human Services. Her work on “Going Viral: Online Goal Emergence and Adaptation in the Anti-Human Trafficking Movement” appears as a chapter in Communicating for Social Change: Intersection of Theory and Praxis.

Rachel graduated summa cum laude from Princeton University and received her PhD in sociology from Stanford University.

YBhg. Datuk Dr. Anis Yusal Yusoff

Datuk Dr. Anis Yusal Yusoff is currently Principal Fellow at the Institute of Ethnic Studies of the National University of Malaysia (UKM), a position held since January 2009. Between 2015-2020 he was seconded to the Prime Minister’s Department to lead three government agencies; 1) as Deputy Director General of the National Centre for Governance, Integrity & Anti-Corruption (GIACC); 2) as Director General of the National Integrity and Good Governance Department; and 3) as President and Chief Executive Officer of the Malaysian Institute of Integrity (INTEGRITI).

Datuk Dr Anis Yusal also spent more than ten years with the United Nations Development Programme (UNDP) between 1994-2005 including a stint with the United Nations Volunteers (UNV) Headquarters in Bonn, Germany in 2001. He was the Assistant Resident Representative and Head of Programme responsible for Human Development and Governance initiatives for UNDP Malaysia, Singapore and Brunei Darussalam and was Programme Specialist responsible for UNV in the Commonwealth of Independent States (CIS) Region.

Datuk Dr Anis Yusal has served as National Chairman of Political Financing Act Drafting Committee and as member of Advisory Council to Formulate the National Anti-Corruption Plan. Other notable national advisory councils served include as Chairman of National Consultative Council on Harmony, member of The Election Reform Committee, member of The Investigation Committee for Governance, Government Procurement and Financial Procedures, member of the Advisory Panel for The Consultation and Prevention of Corruption under the Malaysian Anti-Corruption Commission, member of the advisory panel for the National Consumers Council and member of the advisory council for National Unity and Integration Training Institute. Datuk Dr Anis Yusal was also Deputy Chairman of The Enforcement Agency Integrity Commission (EAIC), appointed by the King between 2014-2018.

Recently, Datuk Dr. Anis Yusal was appointed as an Honorary Professor in the field of Information and Human Sciences at Faculty of Business, Information and Human Sciences, Infrastructure University Kuala Lumpur (IUKL). He was also recently appointed as a Member of Programme Development Committee (PDC) at the School of Liberal Arts and Sciences, Taylor’s University, Malaysia. He is currently serving as a Member of the Advisory Board of Tan Sri Omar Centre for STI Policy Studies at UCSI University.

Datuk Dr. Anis Yusal studied at the Royal Military College (1980-1985), the Penang Free School (1985-1986), Universiti Teknologi MARA (1987-1990), Syracuse University, New York (1991-1993)[M.Sc.] and the National University of Malaysia (2009-2014)[Ph.D.]. He was an Adjunct Professor at University Malaya (from 2018 to August 2020) and at Tun Hussein Onn University (UTHM) from 2018 to March 2020.

Datuk Dr. Anis Yusal has authored over 10 books, and edited more than 20 publications, besides writing many policy papers and articles for journal and newspapers. He was on the editorial board of Journal of Governance and Integrity of University Malaysia Pahang (2017-2019).

Some of his most recent book publications include “Impacts of Covid-19 Pandemic and Governance in Malaysia: With Lessons from the 1997 -1998 Asian Financial Crisis” (with Abdul Rahman Embong) [2022]; “Recentring Governance, Integrity & Anti-Corruption in Malaysia: New Institution, New Policies and the Will to Change” (with Abu Kassim Mohammed)[2020]; and “The Malaysian Governance Indicators: a Pioneering National Effort To Measure Governance” (with Mohd Gunawan et al)[2020].

Datuk Dr. Anis Yusal actively speaks on issues related to people and development. He is also regularly invited by the national and international media as an analyst of Malaysian sociopolitics to discuss areas related to integrity, anti-corruption, money politics and ethnic relations.

Datuk Dr. Anis Yusal is married to Datin Shahdee bt. Dato’ Ahmad and they live in Kuala Lumpur, Malaysia.

YBrs. Dr. Yasuhiko Matsuda

Yasuhiko Matsuda is the World Bank Country Manager for Malaysia, leading the team based at the World Bank Inclusive Growth and Sustainable Finance Hub in Kuala Lumpur. Mr. Matsuda is an expert on public sector governance and human development, primarily in service delivery for social protection, education, and health with over 25 years of experience in various technical and managerial roles in the World Bank.

After a year-long stint as a consultant working on education reform issues at the World Bank headquarters in Washington, DC, Matsuda formally joined the World Bank as a Young Professional in 1997 in Nairobi, Kenya. From 1998-2013, he worked as a public sector specialist, leading the World Bank’s public sector governance engagement in Brazil (2000-06) and the Philippines(2006-13). In parallel, he led or participated in governance tasks in several other countries in Latin America and East and South Asia. In 2013, he switched specialization to human development. He led the World Bank’s social protection engagement in Nepal (2014-16) while contributing technical work on social protection service delivery in Costa Rica, Indonesia, and Pakistan. Subsequently, he served as Program Leader to coordinate the Bank’s engagements in human development and governance in Afghanistan, based in Kabul (2017-20). Matsuda’s most recent assignment before he took up the current assignment was Lead Specialist, Human Capital Project, where he spearheaded development and piloting of outcome-oriented public expenditure, and institutional reviews focused on select human capital issues.

Matsuda holds a BA in political science from Waseda University, Japan, and a Ph.D. in political science from the University of Pittsburgh, USA.
